 Being a dynamic force in the integral formation of its clientele, the Cagayan Provincial Learning and Resource Center commit:

1. To provide adequate and up-to-date information collection in different formats
2. To provide quality services to its clientele for better access to information 
3. To  train and develop the staff to be competent and efficient in the delivery of library services
4. To promote local culture and preserve them for future generations
5. To establish the reading culture of the young and the people of the province
6. To build libraries in the different localities of Cagayan
7. To collaborate with other libraries and agencies for future endeavors.
